  2. Member of the U.S. House of Representatives from Wisconsin's 1st district (1999-)

Statements

  1. America’s corporate tax rate is 35%—the highest in the industrialized world. In today’s global economy, we’ve got to be more competitive.

    Claims

The US Has the Highest Corporate Tax Rate in the Developed World
The US does have a high statutory rate (up to 35%), but significant deductions and exemptions mean companies actually end up paying a much lower rate; the effective tax rate is about average. Furthermore, while the statutory rate is relatively high, it is not the highest in the developed world; that distinction goes to the United Arab Emirates with rates up to 55%.

  2. Everyone enjoys a tax cut, all across the board.

    Claims

Every American Would Receive a Tax Cut Under the GOP Plan
Most would, though about 8% would see an increase of more than $100 immediately. Furthermore, lower-income taxpayers would see their cuts turn to increases within a few years.
    1. Kevin McCarthy Kevin McCarthy

Paul Ryan has made this claim at least 2 times, from 2017-11-07 thru 2017-11-07.

    Fact Checks

    • Even if one assumes that all of the tax provisions remain in place — a big assumption — millions of Americans will still see a tax hike, even if the average person in their income range might receive a tax cut.
  3. It’s a tax cut for everybody. There’s a lot of misinformation out there, a lot of confusion — and more or less, a lot of hits from the left. But it’s a tax cut for everybody.

If you look underneath the rate, more of your income is taxed at a lower rate, and so according to the Joint Committee on Taxation — which is the official scorekeeper of these things — every single person, every rate payer, every bracket person gets a rate cut.

  4. People who are low- and middle-income, they’re the ones who are literally living paycheck to paycheck, who are worried about losing their job or they haven’t gotten a raise in years. This is about them and not about people who are really high-income earners getting a break.

    Claims

The GOP Tax Plan Is Focused on Cuts for the Middle Class
There are some cuts targeted at the middle class, but about 80% of the tax benefit would go to the top 1%.
    1. Diane Black Diane Black
    2. Donald Trump Donald Trump

    Fact Checks

    • Missing details in the framework for the tax reform make it difficult to tease out exactly how various taxpayers would fare, so it’s possible there will be more for middle-class taxpayers. But based on the framework, while there are some benefits for the middle class, what’s more clear is there are specific provisions benefiting the wealthy.
  5. So the other question is, should we be having some states subsidize other states, who have big government and high taxes? We want to get rid of that so that it’s just fair, across the board, for everybody.

    Claims

Low-Tax States Subsidize High-Tax States Through the SALT Deduction
High-tax states tend to get back much less from federal taxes than low-tax states.
    1. Steve Mnuchin Steve Mnuchin
    2. Kevin McCarthy Kevin McCarthy
    3. Mick Mulvaney Mick Mulvaney
    4. Sean Duffy Sean Duffy
  6. Obamacare is not working. You just described your premium increases, your deductible increases. A third of the counties in Wisconsin are down to one insurer right here. We’ve got dozens of counties around America that have zero insurers left.

    Claims

Dozens of Counties Will Have Zero Obamacare Insurers in 2018
This is an old talking point, the number steadily decreased until it reached zero on 2017-08-23.

    Fact Checks

    • Ryan said dozens of counties have no insurers left on the Obamacare exchanges. The day he said that, there was only one such county. Less than a week before he said that, there were two counties. His office acknowledged that he misspoke.
